Performance-Based Contracting

The Office of Developmental Programs (ODP) has released Announcement 26-039 and its accompanying attachment, detailing the Pay-for-Performance (P4P) initiatives under Performance-Based Contracting (PBC) for the 2026/27 fiscal year. These initiatives provide supplemental payments to eligible residential providers who meet or exceed specific performance benchmarks.

Providers of Residential Habilitation, Life Sharing, and Supported Living services provided through the Consolidated and Community Living Waivers that are assigned to the Primary, Select, or Clinically Enhanced tiers are eligible to participate.

P4P Initiative Areas:

  • Staff Credentialing: Focuses on stabilizing the workforce by incentivizing DSP and FLS credentialing.
    • Criteria: Providers must have 25–30% of DSPs and 45–50% of FLSs credentialed by December 31, 2026.
    • Payment: 0.3% of the prior calendar year’s residential revenue, paid in May 2027.
  • Rural Capacity Expansion: Supports increasing service capacity in designated rural counties.
    • Criteria: Development and approval of a Rural Capacity Expansion Plan with Administrative Entities (AE).
    • Payment: Tiered milestone payments (Planning: $10,000; Implementation: $15,000; Stability: $25,000).
  • Transition to Independent Living: Incentivizes moving individuals from licensed Residential Habilitation (4 or fewer people) to Life Sharing or Supported Living.
    • Payment: Two payments of $15,000 (totaling $30,000 per individual) based on successful transition and six-month retention.
  • Remote Supports: Allows providers to retain savings when utilizing remote supports while billing the daily fee schedule rate.

Important Deadlines:

  • Credentialing Data Submission: February 15, 2027 – March 15, 2027.
  • Rural Capacity Milestones: Submission deadlines vary by milestone (October 2026, January 2027, and April 2027).

Providers should review the detailed criteria in the ODP announcement attachment to ensure internal tracking systems are aligned with the required reporting metrics for 2026/27.

Regardless of our role, we should all continuously strive to implement best practices when supporting someone who may have behaviors that are challenging or not yet understood. This training will focus on ways that, within your role, you can ensure that the behavioral support you are providing is sound, appropriate, and implemented with fidelity and integrity. ODP will offer two tracks held across different days and times that focus on the role you play in this process.

Please choose 1 date for the appropriate track that best represents your role. There is no cost to attend the training, but pre-registration is required.

Note: Both tracks will provide best practice information grounded in peer-reviewed and evidence-based research and will not address ODP program-specific service definitions, procedures, or guidelines.

Track 1 is for any Behavioral Specialist (and their supervisors) who completes behavioral assessments, develops behavioral plans, and trains others on the implementation of the plan. This session will discuss best practices to conduct better assessments and develop better behavioral support plans while acknowledging barriers and pitfalls to these processes.

Virtual Session on Microsoft Teams. Please attend only 1 session. All sessions will cover the same material.

The Office of Developmental Programs (ODP) and the Bureau of Supports for Autism and Special Populations (BSASP), in collaboration with Autism Services, Education, Resources, and Training (ASERT), has announced the upcoming release of a new SPeCTRUM training course. This updated course will replace the existing SPeCTRUM 2.0 currently available on MyODP. The revised SPeCTRUM training will include enhanced webinar capabilities, updated content, and a variety of interactive learning features designed to support an improved and more engaging learning experience for participants.

For applicable providers of the Consolidated Waiver, in the interim of this new course becoming available, the recording of the Autism Spectrum Disorders: An Overview and Practical Application is now available as an alternative to SPeCTRUM 2.0 for the purposes of satisfying the basic autism training requirement for Residential Performance-Based Contracting measures CN-DD/Bx.01.1S and CN-DD/Bx.01.1CE for all Direct Support Professionals (DSP), Frontline Supervisors (FLS), and program managers. This training also fulfills §6100.143 ongoing training requirements. Users will be required to view 4 hours’ worth of training content and pass a 10 question quiz before the course displays on MyTranscript.

Staff providing services under the Adult Autism Waiver (AAW) and Adult Community Autism Program (ACAP) are required to take SPeCTRUM 2.0 or the upcoming updated SPeCTRUM course once it becomes available. Additional communication is forthcoming.

MyODP users who are currently working toward completion of the SPeCTRUM 2.0 course must complete all required modules by 11:59 pm on Tuesday, March 31, 2026. The course will be retired effective April 1, 2026, and will no longer be accessible on MyODP. Any incomplete progress toward module completion that has not been finalized by the deadline will not be retained.

ODP will review the quarterly forums and discuss data presented to the Information Sharing and Advisory Committee (ISAC) Provider Performance Review Subcommittee. The Office of Developmental Programs (ODP) announces the upcoming data submission window for Performance-Based Contracting (PBC) to Providers of Residential Habilitation, Life Sharing, and/or Supported Living services in the Consolidated and/or Community Living Waivers (residential services) for contract year 2026/27.

ODP will hold a training for the MyPBC Portal system for Residential Service Providers on Thursday, February 5, 2026. Providers may register to attend using the MyPBC Portal Training GoTo Webinar link or access the MyODP Performance-Based Contracting web page for more information.

The Office of Developmental Programs (ODP) has shared ODPANN 25-107. This communication is to inform all interested parties that the Centers for Medicare and Medicaid Services (CMS) approved amendments to the 1915(b)(4) Performance-Based Contracting (PBC) waiver and the Consolidated, Community Living, and P/FDS Waivers effective January 1, 2026. All waivers are available on the Department of Human Services’ (DHS) website.

ODP will be holding one webinar to provide a high-level overview of Performance-Based Contracting and additional major changes made in the approved waivers. There will be time during the session for presenters to answer questions submitted by participants during the webinar.
