The Office of Developmental Programs (ODP) has announced a delay in the implementation of the Performance-Based Contracting (PBC) measure RD.01.1, which restricts residential placement options for individuals with higher needs. As originally written, RD.01.1 stated that beginning January 1, 2026, primary tier providers would not be permitted to accept new referrals for individuals assessed at Needs Group 5 (NG5) or higher. This requirement has now been delayed by two years.

  • Effective January 1, 2028, primary tier providers may not accept new referrals for individuals in NG5 or higher.
  • This restriction does not apply to:
    • Individuals already receiving residential services prior to January 1, 2028; or
    • Individuals whose needs assessment results in an increase to NG5 or greater after services have begun.

Until December 31, 2027, it remains permissible for Administrative Entities (AE) and Supports Coordination Organizations (SCO) to refer individuals in NG5 to a primary provider. However, AEs and SCOs may choose to limit these referrals to Select and Clinically Enhanced providers.

The Office of Developmental Programs (ODP) has shared a reissued version of ODPANN 25-028. This announcement has been reissued to clarify the Office of Vocational Rehabilitation’s (OVR) Memo released on March 15, 2025, regarding the Order of Selection and the OVR waiting list for services impacts referral requirements and access to ODP-funded employment services. The name of the Individuals with a Non-Significant Disability (NSD) priority category. On July 1, 2025, the NSD category was renamed to Individual with a Disability (D). The change in the priority category name has not affected the relevant eligibility criteria for the D, formerly NSD, category.

The Office of Developmental Programs (ODP) has shared ODPANN 25-077. All entities that complete investigations are required to conduct the Certified Investigator Peer Review (CIPR) process as outlined in the CIPR Manual. This course is offered as an opportunity to support entities to complete high-quality CI Peer Reviews that help mitigate risks to individuals receiving services.

There are two parts to the CIPR course:

  • Part 1: The Online Module, which includes three (3) units and a quiz; and
  • Part 2: A live case study session, held via Zoom.
