The Office of Developmental Programs (ODP) has released Bulletin 00-25-02: Individual Eligibility for the Consolidated, P/FDS, Community Living and Adult Autism Waivers and the accompanying attachment.

The purpose of this bulletin is to communicate:

  • The requirements and procedures for evaluating an individual’s eligibility for services and supports provided through the Consolidated, Person/Family Directed Support (P/FDS), Community Living Waivers (ID/A Waivers), and the Adult Autism Waiver (AAW); and
  • The requirements and procedures for re-evaluating an individual’s eligibility for the ID/A Waivers.

Additional resources to assist with the evaluation and re-evaluation of HCBS eligibility for services and supports are available on MyODP’s website.

This bulletin obsoletes Office of Developmental Programs 00-19-04: Individual Eligibility for the Consolidated, P/FDS and Community Living Waivers.

The Office of Developmental Programs (ODP) has shared ODPANN 25-056, which states that the Performance-Based Contracting (PBC) Residential Provider Directory is now available. PBC applies to the Consolidated Waiver and the Community Living Waiver. Individuals and families can use this directory for additional information when making a choice of providers.

Providers are placed in one of the following tiers based on their performance in the areas described below:

  • Primary: For providers that meet current standards and a few additional measures.
  • Select: For providers that deliver at least two of the three residential services in the Performance-Based Contracting model and meet the additional measures.
  • Clinically Enhanced: For providers that offer clinically enhanced medical or behavioral supports and meet the enhanced measures.

The website also indicates if a provider is in conditional status due to a licensing enforcement action.

The Office of Developmental Programs (ODP) has shared ODPANN 25-054. This announcement provides details related to changes to the HCSIS Auto Authorization Functionality.

In alignment with the Multi-Year Program Growth Strategy, Administrative Entities (AE) require greater insight into plan changes that will have virtual budget impacts. Plans submitted for AE review after June 9, 2025, will be subject to the changes. See changes on the chart within the announcement, reflecting the categories of Individual Support Plan (ISP) updates or revisions. Plan categories where a yes appears in the chart require manual approvals. The newly-added categories are highlighted in green and will now require manual review by AEs.

The portal will close on Thursday, July 31, 2025.

The Office of Developmental Programs (ODP) and its Independent Monitoring for Quality (IM4Q) technical advisors, in collaboration with the IM4Q Statewide Steering Committee, have begun partnering with provider association representatives to enhance provider agencies’ understanding of IM4Q and their role in the process. The IM4Q Provider Information Sheet outlines how the IM4Q process works, the ways providers contribute to interviews as well as follow up on identified considerations, and how to request IM4Q data to support their quality management efforts.

The Office of Development Programs (ODP) and its Independent Monitoring for Quality (IM4Q) technical advisors, in collaboration with the IM4Q Statewide Steering Committee, have begun partnering with Support Coordination Organization (SCO) representatives to enhance SCs’ understanding of IM4Q and their role in the process. The IM4Q SC Tip Sheet outlines the IM4Q process, SC responsibilities, how to inform the individuals they support, and what occurs after the interview. SCOs are encouraged to share the tip sheet as a reference when training new SCs and with experienced SCs as a refresher.

The Office of Developmental Programs (ODP) has shared ODPANN 25-049. This announcement is to notify Adult Autism Waiver (AAW) and Adult Community Autism Program (ACAP) Behavioral Specialists as well as their supervisors that ODP’s Bureau of Supports for Autism and Special Populations (BSASP) is expecting a synthesis of FBAs in the form of the ODP BSASP FBA Summary Report to be maintained in the file of participants receiving Behavioral Specialist Services (BSS) through the AAW and ACAP and submitted as part of the Behavioral Specialist Plan review process.

The Office of Developmental Programs (ODP) has shared ODPANN 25-048. This communication advises stakeholders of the release of two new skill building trainings for Direct Support Professionals (DSP).

Introduction to Skill Building introduces why it is important for direct supporters to teach skills to individuals with developmental disabilities. Services offered through the ODP waivers are habilitative. DSPs have a direct role in assisting participants in acquiring, maintaining, and improving skills that individuals need to live more independently and have meaningful participation in their communities. The training introduces why it is important for DSPs to teach skills to individuals and focuses on how to build skills so that individuals are safe, healthy, and have a good life in their community. This course is now available on MyODP and offers .5 credit hours. This is a prerequisite to the new Skill Building Basics course.
